Municipal Plan Bureau

Brief Introduction

Chenzhou Plan Bureau was founded July, 1995. It is a department (office level)of Municipal People Government which manages urban planning, according to the spirit of Chenzhou [ 2002 ] 21 Document. There are 4 administrative offices (Office, Land Using Plan Branch, Construction Plan Branch, City Administration Section) and 4 subordinate institutions (Chenzhou City Plan Office, Chenzhou Monitor chamber of Plan Laws and Regulations, Chenzhou Technical Service Center for Planning, Chenzhou Urban Construction Archive ). Its functions are to: undertake Municipal plan work; instruct and impel various counties' (city) establishment and implementation of urban planning; organize the establishment and authorization of urban district planning; undertake the urban district land and the management of construction plan; legally investigate the illegal behavior of the urban planning as well as the location selection of construction projects; plan and examine the construction land use and construction in the urban planning region; issue construction projects' prospectus of selecting location, permit of construction land, permit of construction projects plan and so on. Municipal Plan Bureau has 47 staff; 7 people have the high-level title which account for 15%; 20 people have the intermediate title which account for 43%; 43 people have above the technical college degree which account for 91%.

Functions and Responsibilities

Municipal Plan Bureau is Municipal Government's department in charge of whole city plan.

(1), Carry out "Urban Planning Law" and the related laws and regulations; research and formulate the whole city developmental strategy and the specific policies for urban planning.

(2), Undertake to urban planning work; instruct and impel establishment and implementation of various counties' (city) urban planning; organize the establishment and authorization of urban district's urban planning; undertake the plan and management of urban land and construction; legally investigate illegal behaviors city the households.

(3), Undertake basic construction project's selecting location, the construction land use and the plan and examination of construction projects in the city planning area; issue construction project's prospectus of selecting location, permit of construction land, and permit of construction projects plan.

(4), Undertake appraisal of urban district's basic construction project's location selecting plan, building plan and project plan; carry out the examination and approval to Municipal significant location selecting, use and construction projects; undertake the urban planning design and supervisory work of the city survey industry.

(5), Accept application legally for disagreement of punishment decisions made by the county (city) plan administration department.

(6), Undertake to formulate our city's development plan for urban planning enterprise; organize and impel urban planning¡¯s technology advancement, talent development and exchange.

(7), Participate in establishing the national territory plan, regional planning, river plan, the land utilization overall plan; participate in selecting location and feasibility study for the large-scale projects which have the significant influence on the urban development ;participate in the examination of the preliminary design of construction projects.

(8), Undertake supervisory work of municipal urban construction file.

(9), Undertake bureau institution and the attached institution's personnel management, organization establishment, labor, discipline inspection and other work.

(10), Undertake other work assigned by Municipal Government.
