Brief Introduction

Chenzhou Management and Law Enforcement Bureau is a department of Municipal Government in charge of city management and law enforcement. It is an administrative department concerning independent administrative law enforcement. There are 6 administrative offices, 4 subordinate groups and Municipal Public Security group as well as 3 sub-bureaus. Its main functions are: exercise completely or partial administrative punishment stipulated by the laws, regulations and rules for the management of the city's environmental sanitation, construction plan, public municipal administration, public security and transportation, industry and commerce, real estate, funeral and river in Chenzhou. Since its establishment in January, 2005, it focuses on the overall goal of "construct the first-class law enforcement team, create the first-class work achievement", and vigorously promotes work foundations, so that each work has obtained remarkable result. It successively has the honor to receive the "Demonstration Window Unit of Legal Administration", "Advanced Legal Administration Unit", "Advanced Unit of Law Popularization" and other city level titles. This bureau's work with the principle of "persist humanistic law enforcement and build the harmonious law enforcement environment", and has obtained the full affirmation of the province legal system and been recommended to entire province.

Functions and Responsibilities

(1) Implement relevant laws, rules and regulations, stipulations on municipal management, and the related stipulations prescribed by the State Council, Provincial Government, Municipal Government on relatively centralized administration punishment work; undertake the propaganda of municipal management related laws and regulations; coordinate related departments to study and draft up administration and law enforcement policies and standard documents on municipal management, and organize the implementations.

(2) Undertake to organize and coordinate administration and law enforcement work of municipal management; formulate municipal management administration and law enforcement responsibility mechanism and its responsibility assigning mechanism; investigate or supervise illegal municipal management case.

(3) Exercise the administrative punishment power on city's appearance, environment, sanitation administration laws, rules, regulations and stipulations; force to demolish those illegal buildings or the facilities not conforming to the city appearance standards, environmental or sanitation standards.

(4) Implement laws, rules, regulations and stipulations on the urban planning management aspect; punish those illegal constructions not obtaining plan approvals.

(5) Exercise the administrative punishment power of laws, rules, regulations and stipulations on city virescence management aspect.

(6) Exercise the administrative punishment power of laws, rules, regulations and stipulations on city management, as well as punishment power of laws, rules, regulations and stipulations on city's public enterprises management.

(7) Exercise the administrative punishment power of laws, rules, regulations and stipulations on industry and commerce administration against unlicensed peddlers, or licensed peddlers not conforming to stipulations to do business within stipulated locations but outside the shop; outside the shop the work commerce administrative punishment power; exercise the administrative punishment power against sale of vegetables and agricultural subsidiary products outside the government assigned location; exercise the administrative punishment power against illegal setup of outdoor advertisement as well as to those damaged or deformed advertisement's owner or operator for affecting city's appearance

(8) Exercise the administrative punishment power of laws, rules, regulations and stipulations on public security's traffic aspect against casual stop of vehicles, setup of stalls on road, piling materials to work and other invading urban road behaviors, and the administrative punishment power of laws, rules, regulations and stipulations on public security against illegal setting off fireworks and firecracker activities in urban districts.

(9) Exercise the administrative punishment power of laws, rules, regulations and stipulations on environmental protection against burning materials activities in the populated areas to produce harmful mist and dust and the malodorous gas, and against those transportation, loading and unloading activities producing harmful dust and gas without taking protection measures, and against those activities of discharging or pouring industry waste residue, city rubbishes and other waste residue and castoffs into the water.

 (10) Exercise the administrative punishment power of laws, rules, regulations and stipulations on construction locations, house removals and decoration scenes involving municipal public management aspects against the illegal activities.

(11) Exercise the administrative punishment power of laws, rules, regulations and stipulations on the city river courses administration aspects.

(12) Exercise the administrative punishment power of laws, rules, regulations and stipulations on funeral and interment administration aspects.

(13) Carry out other legal responsibilities stipulated by Municipal Government.
