Municipal Production Safety Surveillance Administration Bureau

Municipal Production Safety Surveillance Administration Bureau is a municipal department after adjustment. It is also the working body of Office of Chenzhou Production Safety Committee responsible for whole city's supervision and regulation of production safety.

1, Function Adjustment

Besides the existing functions, it has increased following functions:

(1) To coordinate special renovation work of the whole city's production safety.

(2) To supervise and inspect work place sanitation which was formerly undertaken by Municipal Health Bureau.

(3) To supervise and administrate firework and firecracker production, enterprise production safety which was formerly undertaken public security departments.

(4) To organize and implement whole city's registered safety engineer qualification system; to surveil and instruct registered safety engineer qualification examination and registration work.

2, Main Functions and Responsibilities

(1) Undertakes routine work of Office of Chenzhou Production Safety Committee; research and propose significant policies and important measures for production safety; surveil, inspect, instruct and coordinate concerned municipal departments and various counties (cities, districts) government in production safety work; inspect the implementation production safety responsibility system and the production safety's accident responsibility system; organize Municipal Government's major inspection and special supervision of in production safety; participate in the production safety related work such as research in industrial policies, fund investment, technology and so on, held by concerned departments; instruct to coordinate the whole city's production safety administration of law enforcement work; undertake conferences and key activities held by Office of Chenzhou Production Safety Committee; supervise and inspect the decisions made by Office of Chenzhou Production Safety Committee conferences.

(2) Comprehensively surveil and administrate the whole city's production safety work; organize to draft up standard and regulative documents on production safety aspect; research and determine production safety policies and standard and regulative documents; surveil and inspect related departments and labor mining industry's implementation of national production security rules and regulations, regulative procedures and production safety standards.

(3) Legally exercise Municipal Government's comprehensive surveillance and administration authority of production safety; instruct, coordinate and surveil concerned departments' production safety surveillance work; formulate the whole city's production safety development plan; regularly analyze and forecast the whole city's production safety situation; research, coordinate and solve major issues in production safety.

(4) Undertake to issue whole city's production safety information; comprehensively administrate whole city's production safety casualty statistics and the analysis work of production safety's administration of law enforcement; report the casualty situation according to stipulations; legally organize and coordinate investigation and processing work of the whole city's significant and especially significant accidents and common accidents within the hand, and surveil accidents investigation situations; organize, direct and coordinate the whole city's emergency rescue work of production safety; participate or assist higher authority with accident investigation work.

(5) Undertake to supervise and administrate non-coal mine mountain production safety work; undertake to comprehensively surveil and administrate dangerous chemicals and fireworks and firecrackers production safety work.

(6) Instruct and coordinate the whole city's production safety examination and checking work; organize to examine labor mining enterprises' production safety condition and related equipment (not including special equipment) , and carry out safety appraisal, safety training, safety consultation and other work as well as social intermediary organization's qualification application work, and carry out surveillance and inspection.

(7) Organize and instruct the whole city's production safety propaganda and education work; undertake production safety's administrative personnel's training and examination work; legally organize to instruct and supervise examination work of the whole city's special operators (excluding coal mine special operators, special equipment operators), and security qualifications examination work of labor mining major managers, production safety administrators (excluding coal mine superintendent's security qualifications); surveil and  inspect labor mining enterprises' safety training work.

(8) Undertake to supervise and administrate whole city's labor mining enterprises' the production safety work; trusted by Hunan Production Safety Surveillance Administration Bureau; surveil and administrate provincial labor mining enterprises' production safety work in Chenzhou; legally supervise labor mining enterprises' implementation of the production safety laws, rules and regulations and the related stipulations, regulative procedures and the technical standard; surveil and inspect the safety administration of their production safety conditions and the related equipment (excluding special equipment), materials, working protection equipment; legally investigate and handle their illegal behaviors and those enterprises unqualified for production safety condition.

(9) According to "Administrative Permission Law", "Production Safety Permit Regulations" and related laws and regulations and national standards or production safety conditions and procedures prescribed in profession standards; legally carry out the examination and approval work involving the production safety to be examined and verified by the authorization, (including authorization, approval, permission, registration, authentication, promulgation) or the approval affairs, or report to Hunan Production Safety Surveillance Administration Bureau for approval; investigate and punish those who have not obtained authorization, approval  or qualification but have engaged in the related activity; legally remove original authorizations because they no longer to meet the production safety requirement, or report to Hunan Production Safety Surveillance Administration Bureau and legally abolish the original authorization.

(10) Legally supervise and inspect within responsibility safety appraisal and safety facility of project feasibility at the same time with designing, constructing and using of principal parts construction of a project (to be called: " Three Simultaneities"); legally supervise and inspect the professional sanitation situation, the significant dangerous source monitoring, the significant hidden accident danger renovation situation of labor mining enterprises work place (except coal mine work place).

(11) Organize to formulate the development plan and the technical plan of the whole city's production safety; organize and instruct science and technology research, the advanced technical promotion, and the demonstration work of production safety.

(12) Administrate specially production safety special fund project of the country, province and the city level's security technology transformations, security technology measures, significant public security's hidden accident danger renovation and so on; surveil and inspect fund usage; surveil and inspect enterprises' production safety fund investment and production safety expense withdrawal with utilization.

(13) Coordinate concerned departments to organize and implement registered safety engineer qualification system; surveil, organize and instruct registered safety engineer qualification tests and the registration work.

(14) Organize to develop the regional exchanges and cooperation on the production safety aspect.

(15) Undertake other tasks assigned by Municipal Government, Municipal Production Safety Committee and Hunan Production Safety Surveillance and Administration Bureau.
