Municipal Price Administration Bureau

Chenzhou Municipal Price Administration Bureau is a government department responsible for Chenzhou price and charge administration. There are 79 cadre staff (including its direct organizations). 65 are in office and 14 are retired. 65 people are Party Members. In consists of one office, namely Administration Bureau Office, i.e. Price Regulation Fund Levy Office, three sections: Commodity Price Administration Section, Charge Administration Section, Service Price Administration Section, 3 direct subordinates, namely Municipal Price Inspecting Office (Municipal Price Complaint Center), Municipal Price Cost Investigation Team (Municipal Price Monitoring Center), Municipal Price Authentication Center (Municipal Price Information Center), and 1 accredit organization, namely Monitoring Chamber of Municipal Discipline Inspection Commission and Municipal Supervision Bureau.

According to the spirit of Chenzhou Municipal Government Office's Notice to Chenzhou Price Administration Bureau about its function composition, interior constitutions and personnel organization (Chenzhou Government Sent [ 2002 ] 12), Chenzhou Municipal Price Administration Bureau's main function is to "formulate rules, judge and serve", i.e. to fulfill the macro price regulation and control function, price administration function, price surveillance and inspection function, public price service function and so on. Specifically it has the following nine functions:

(1) Implement country's price guidelines, policies and laws and regulations; research, draw up and organize to implement the local price reform plan.

(2) Research and propose the whole city's regulation goals and price regulation measures of overall price level; organize the implementation and the overall balance; undertake the price regulation fund's levy, management and utilization; promote economy development by using price lever.

(3) Investigate and analyze, by law, the whole city's cost of important commodities, public enterprises, public services, intermediary services, parts of government administration and otherwise; analyze, forecast and monitor the market situation, price, dynamic charge tendency; provide the investigation, and the analysis materials to the related departments, and propose corresponding countermeasures and suggestions.

(4) Research, formulate and implement the whole city's commodity prices and the service charge regulations; administrate the price of commodities and services listed by the country and province; organize to coordinate and administrate the whole city's administrative enterprise charges, service charges as well as the intermediary service charges.

(5) According to different divisions research and determine policy measures through price, charge and otherwise to raise construction funds for energy, transportation, public enterprises and so on; participate in the research to formulate significant reform plans like medical service, transforming fees into taxes and so on that involve the price and the charge.

(6) Legally surveil and inspect commodity and service prices, administrative charges, operators' and intermediary organization's price; standardize price and maintain the price order for fair competition; implement administrative punishments and administrative compelled measures to various kinds of illegal prices and charges; undertake, in the entire whole city, to label commodities and services with honest displayed price tag and fee-collection publication work; instruct professions to self-discipline price; deal with reported cases; improve the price and charge report system; instruct social supervision of price and charge; instruct the whole city's price administration reconsideration and accept to handle administration reconsideration, according to the stipulations.

(7) Undertake price coordination work between the cities, price sectors, departments, and professions; instruct the intermediary agencies in price identification and price appraisal work.

(8) Instruct county (city, district) price administration departments in the price work; undertake the whole city's price cadres' training.

(9) Undertake other tasks assigned by Municipal Party Committee and Municipal Government.
