Municipal Grain Bureau

Brief Introduction

Chenzhou Grain Bureau a department of Chenzhou Municipal Government which manages municipal grain circulation; macro control, reserve and represent government to take the responsibility for municipal grain circulation's administration and industry instruction, dual leaded by Chenzhou Municipal Government and the Province Grain Bureau; directly under Chenzhou Municipal Government; legally implement the grain management so as to guarantee the grain security according to the instruction, coordination, service, and surveillance principle. Before 1995 it was Chenzhou Area Grain Bureau. in May, 1995 it was named as Chenzhou Grain Bureau. In the entire province grain work comparison and appraisal, it attained the first prize in 2004, the second prize in 2005, the first prize in 2006. In the continuous three years from 2003 to 2005 Chenzhou Grain Bureau has the honor to receive the  "Outstanding Management"  title issued by Municipal Party Committee. Chenzhou Grain Bureau has the honor to receive "Outstanding Government Management of Party Spirit Construction" title issued by Municipal Party Committee in 2004. It also received the Advanced Group of Fighting Flood in 2006.

Functions and Responsibilities

1, Undertake administration and industry instruction of municipal grain circulation.

2, Carry out national, provincial, city's policies, laws and regulations related to grain circulation and grain reserves; research, propose and implement the developmental strategy, the medium and long-term plan and the annual grain buying and selling, the export plan for Municipal grain macroeconomic control and the balance of total quantity as well as the grain circulation; coordinate with the concerned department to carry out the grain industrial structure adjustment opinion and suggestion which proposed by Municipal Party Committee, and Municipal Government; formulate Municipal grain circulation system reform plan, and take the responsibility to organize to implement.

3, Organize and implement the macro control of Municipal grain circulation, undertake Municipal grain supply and demand¡¯s total quantity to be balanced; establish early warning mechanism for grain safety; undertake to formulate the grain emergency predetermined plan; organize, coordinate and realize concrete measures for the grain supply and demand unbalanced which aroused by the significant natural disaster, significant epidemic situation or other suddenly aroused events.

4,Formulate and implement total quantity scale of city and county grain reserves; undertake to manage province ,city and county grain reserves; coordinate buying and selling relations between central grain reserves and the local grain; instruct and coordinate the processing of old grain.

5, Implement grain purchase's administration permit; verify the entire social grain purchase qualifications; undertake the entire social grain circulation market's inspection; form standard grain purchase behaviors; maintain the grain purchase market's order; undertake the grain quality and the unprocessed grains' health examination.

6, Instruct and support the main enterprise of grain industry to carry out the industry management and "the order form" grain production; promote the farmer earn more and the enterprises' profit; impel advancement in grain technology; organize and implement the grain quality standardization's supervisory work; promote science storing of grain; organize and instruct the training and skill appraisal of whole city's grain profession staff; promote industry association and intermediary organization work.

7, Stimulate the grain circulation, instruct, supervise and realize the lowest purchase price policy and the exportation duty; instruct and supervise the whole city grain purchase and the realization of fund seal movement; surveil and manage grain purchase price.

8, Undertake the supply of grain and cooking oil to army; organize food and cooking oil supply sources to army, so as to guarantee the supply.

9, Carry out the statistical system for grain circulation; complete the grain circulation statistical work and the society grain supply and demand balance investigation; strengthen management of social grain; perfect market grain monitoring network system; monitor grain market price and issue price information.

10, Undertake the plan, layout and declaration work of municipal grain store, processing and the facility construction of circulation; assist to realize the construction and service fund; undertake the grain enterprises' technology standard of storing facility and the servicing and transformation of state-owned cooking oil storing facility to realize grain's safe storage; undertake to set up an examination and other related work for the priority projects.

11, Instruct the accounting, the financial control; make up deficits to profit and internal audit work of municipal state-owned grain enterprises; complete the collection, reorganization, verification and reporting accounting information work of the state-owned grain enterprises' finance; undertake to implement supervising and managing to grain enterprises' state asset's value increase; undertake to instruct and inspect municipal grain enterprises' management of safe production.

12, Undertake other tasks assigned by Municipal Government and Municipal Party Committee.
