Municipal Environmental Protection Bureau

 Functions and Responsibilities

(1) Implement national environmental protection guidelines, policies, laws, rules and regulations as well as the provincial environmental protection laws and regulations, and the technology policies, and inspect their general implementations; research and determine the whole city's environmental protection administration-by-law implementation means, rules and regulations, and the technical measures; implement national and local environment standards; surveil environmental protection work of legally exercising environment surveillance and administration of city-level concerned departments, county (city, district) environmental protection departments, and its enterprises and institutions; comprehensively administrate the whole city's environmental protection work.

(2) Formulate whole city's environmental protection layouts and plans; draw up, determine and  surveil the implementations of pollution prevention and control plan and the ecology protection plan of the city¡¯s key regions, key river areas, and key industries; organize to establish the whole city's environmental function zoning map; participate in formulating the city's economy and society development plans, territory plans, urban plans, regional developmental plans and sustainable developmental summary, on the environmental protection aspect; verify the city plans and community plans of environmental protection; participate in the environmental protection investigation and research, and the comprehensive decision-making of the significant economic activities and project constructions.

(3) Surveil and administrate the pollution prevention and control work of waste gas, waste water, solid waste, noise, radiation, electromagnetic radiation, virulent chemical, vehicles and otherwise; formulate the whole city's total pollutant discharge quantity plans and surveil its implementations; supervise the implementations of each kind of regional projects, integrated renovation projects, and pollution prevention and control demonstration projects; undertake the whole city's environmental protection examination of waste import and export to as well as the virulent chemical import and export.

(4) Surveil and administrate natural ecology protection work; surveil and inspect each type of nature protection area, scenery spot area, forest park protection work, as well as biodiversity, wild animals and plants, wetland environment; surveil and administrate ecological environment construction and the ecology destruction restoration; undertake the application of building new nature protection areas, countryside ecology protection, the city's ecology model district construction, ecological agriculture construction and otherwise.

(5) Surveil and administrate the whole city's preventing and controlling work in developmental project construction which brings about environmental pollutions and ecology destructions; undertake the whole city's environmental protection administration in developmental project construction; according to the country stipulations, undertake environmental effect report (table) examination and approval of developmental project construction, the "three simultaneous inspections and supervisions" of environmental protection facility and the completion evaluation work and otherwise work.

(6) Instruct and coordinate to solve the whole city's significant environmental problems; undertake environmental supervision and environmental protection administration examination; organize to carry out whole city's law enforcement inspection of environmental protection; investigate and handle environmental pollution accidents; participate in the investigation of ecology destruction events; investigate and punish those who have violated the environmental protection laws and regulations; mediate the environmental pollution disputes; coordinate inter-county (city, district) environmental protection affairs.

(7) Undertake to monitor the whole city's environment quality and the condition of source pollution and its dynamic tendency; organize and implement the environmental monitoring; edit whole city's environment quality report and issue environment condition bulletin; undertake the quantitative examination work of urban integrated environmental renovation; undertake the basic work of environment statistics, information, and otherwise; organize the establishment and management of city environmental monitoring network and city environmental information network.

(8) Organize the development of the environmental science technology work; instruct city's environmental scientific researches, demonstration projects of environmental protection; administrate environmental management system, environmental label certificating, environmental project quality and related work in the entire city; impel environmental protection industry development; regulate and standardize environmental protection market.

(9) Organize, instruct and coordinate the whole city's environmental protection propaganda and education work; promote public and non-governmental organizations' participation of environmental protection.

(10) undertake institutional and human resources management, discipline inspection as well as the spiritual civilization construction and the related work; assist county (city, district) Party Committee with the administration of the environmental protection cadre staff, according to MOP[ 1999 ] No.35 and [ 1999 ] No.34 of Hunan Province Party Committee Organization

(11) Undertake other tasks assigned by Municipal Party Committee, Municipal Government and Hunan Province Environmental Protection Department.
