Brief Introduction

Chenzhou Audit Bureau was founded November, 1983. Along with the development of audit enterprise, Municipal Audit Bureau unceasingly consummates; the personnel grows strong; the inner organization gradually adjusted from 1983's 2 branches 1 section to 2007's 9 branches 1 2 sections (Office, Legal System Branch, Financial Audit Branch, Administrative Enterprise Audit Branch, Economics and Trade Audit Branch, Agricultural Foreign Capital Audit Branch, Fixed Asset Investment Audit Branch, Economical Responsibility Audit Branch, Development Area Audit Branch, Computer Audit Branch, Political Course, Monitor Chamber). The personnel gradually increases to 45 from the initial 3 people; The cadre and staff's politics service quality unceasingly enhance with about 90% of the personnel have the technical college degree, 80% personnel have the high-level technical title. The present Bureau Chief is Huang Ziming, Party Secretary Chen Zheyu.

In the recent few years, Chenzhou Audit Bureau diligently practices "three represents", focuses on the economy development, earnestly fulfills the audit and surveillance responsibility entrusted by constitution according to the audit work policy "audit comprehensively, and stand out the key points", strengthened all levels of governments and administration institutions' audit of financial revenue and expenditure, the audit of state-owned enterprise's property profit and loss, the audit of cadres' economical responsibility, the audit of fixed asset investment, audit of various kinds special fund, the audit of social attention's key point, difficulty and hot points, It pays attention to investigate and analysis audit result, strengthens the utilization of audit achievement, makes the positive contribution for maintenance economic order. It promotes anti-corruption work, serves the macro economic control, and promotes Chenzhou economy development. From 2000 to 2006, Municipal Audit Bureau altogether has audited 5,285 units (projects), found out the illegal money amounting to 4.85 billion Yuan, non-standard money of 3.21 billion Yuan. It increased country's income of 1.854 billion Yuan through the audit. Among them, it returned to original state fund 520 million Yuan; turned into the financial 175 million Yuan, lowered the state investment project construction cost 518 million Yuan; transferred 122 clues to the discipline inspection and supervise as well as judicial organ case. In 2006 completed 734 audit projects (unit), found out the illegal money amount 1.061 billion Yuan, managed no-standard money amount 1.308 billion Yuan, promoted country increases income and reduces expenses of 388 million Yuan through audit processing. Ii turned in the financial 32.88 million Yuan and lowered the construction cost 144.88 million Yuan.

Chenzhou Audit Bureau successively, for many years, is awarded "Outstanding Administration" "Advanced Unit of Party Spirit Establishment" and cultivation of clean government "by Chinese Communist Party Chenzhou Municipal Party Committee, and awarded "Advanced unit of legal administration "by Chenzhou Municipal Party Committee. Functions and Responsibilities

 (1) Carry out the state's audit policies; research and draw up our city's audit policy; participate in formulating the finance and economics aspect's standard document of our city's audit; formulate audit service rules, regulations and the work plan; organize, lead, coordinate and surveil the whole city's audit service; organize audit of special fund or audit investigation.

(2) Report the audit situation to Municipal Government and the concerned municipal departments; propose suggestion to formulate and consummate related policy laws, regulations, and measure for macroeconomic control.

(3)According to "People's Republic of China Audit Law", directly carry out the following audit:

1, Implementation of city level's finance budgets and other financial revenues and expenditures.

2, Implementation of county (city, district) government budget and final budget.

3, State-owned enterprises' property, profit and loss situation.

4, Local financial organ's property, profit and loss situation.

5, The revenue and expenditure of the social insurance fund, the environmental protection fund, the society donated fund and other related funds which managed by Municipal Government or the social organizations under Municipal Government's request.

6, The revenue and expenditure of the international organization and the foreign country government aid, loan project as well as grant aid which received by Municipal Government.

7, Financial revenue and expenditure and special-purpose fund service condition of municipal departments, institution and its subordinate units.

8, Implementation of Municipal Government and its subordinate departments' basic construction projects' budget and final budget.

9, Other audit matters to be carried out by Municipal Audit Bureau according to laws and regulations.

(4) Submit audit result report of city level's budget implementation situation to Municipal Government; report the city level budget implementation situation and other financial revenue and expenditure's audit to Municipal Standing Committee of the National People's Congress under the request of Municipal Government.

(5) Organize profession audit, special audit or investigation audit for carrying out the national finance and economics policies and the macroeconomic control measure; reflect situation and put forward the proposal and to the Hunan Audit Department, Municipal Government and the concerned departments.

(6) Organize Municipal audit body to legally audit the cadres and the leaders of state-owned enterprise's economical responsibility under the request of Municipal Party Committee; legally accept the audited unit's application of reconsidering the subordinate audit's decisions.

(7) Organize the instruction and surveillance to the whole city's interior audit; surveil social audit organization's audit service quality; organize audit training.

(8) Lead the county (city, district) audit body with the county (city, district) government, manage county (city, district) audit body's personnel appointments and dismissals.

(9) Organize with the concerned departments to develop foreign exchange in audit domain.

(10) Undertake other tasks assigned by Municipal Government and Municipal Party Committee.
