Introduction

Chenzhou Municipal Family Planning Committee is a government department administrating whole city population and the family planning work.

Functions and Responsibilities

1, Undertake to implement guidelines, policies, laws and regulations of population and family planning, and inspect the general implementation; coordinate concerned departments to comprehensively administrate the population and family planning work

2, Draft up jointly with the concerned departments to establish medium and long-term plan and annual plan of the population development; draw up the whole city's development plan of family planning; carry out inspection and appraisal of the implementation; undertake strategic and foresighted researches to the whole city's population scale, tendency, quality, structure, population security, population aging and significant function of family planning.

3, Organize to develop whole-people's propaganda and education of population and family planning; coordinate concerned departments to develop social and public propaganda and education of population and family planning.

4, Undertake the family planning and the population statistical work; organize sampling survey of family planning; participate in research and the analysis of the whole city population data.

5, Instruct cadre staff construction work of the whole city's population and family planning system; formulate and implement staff construction and training plans of the whole city's population and family planning system; administrate the organizational work, wages, social security, personnel management and otherwise work of its organizations and direct institutions.

6, Undertake to manage city-level family planning fund use; surveil and manage family planning funds and social alimony fee collection work of the counties (cities, districts) and villages and towns; undertake financial affairs of its committee and direct organization units, and the state asset management.

7, Undertake synthetic supervisory work of technical service of whole city's family planning; inspect and instruct counties (cities, districts) and villages and towns family planning stations; undertake eugenic birth and genital healthiness work; formulate medicine and equipment plans of the whole city's family planning; instruct and surveil the family planning technology service and medicine and equipment provision; inspection contraceptive supply and management of counties (cities, districts) and villages and towns; promote new technology of conception control.

8, Undertake the family planning administration of whole city's floating population.

9, Instruct Family Planning Association work.

10, Investigate and handle related letters and visit affairs; undertake other tasks assigned by Municipal Government.
