Brief Introduction

Chenzhou Public Health Bureau earnest implements "Three Represents" and the national health work policy, in order to face the new situation forwardly after joining WTO. Chenzhou Public Health Bureau comes with the time, deepens reform, innovation, and makes determined efforts. The public health has obtained fast development; the city medicine and health organization reform have got comprehensive advancement; the medical and health system is further smooth; the countryside health management system and movement reform advances with steady steps after site experiment; the countryside health work obtains consolidated development; health care level gets further enhanced; the mother and child care project reached the aim, and has passed province health department's final appraisal smoothly; sanitary supervision, medical politics, Chinese medicine, blood management, science and technology education work and so on all have got further strengthening. The overall level of health work is enhanced unceasingly with some work has advanced into the nation level. In recent years, Chenzhou has won the honors such as the " Advanced Unit for Women and Children Work", " Advanced Unit for National Tuberculosis Controlling" and provincial " Advanced Unit for Women and Children Work", "Advanced City of Volunteer Donating Blood", "Advanced Unit of Chinese Medicine Work, and Science and Technology Education Work".

Function and Responsibilities

(1) Office

Assist the bureau leaders to organize comprehensive policy and draw up significant policy for the whole city's health work; undertake to coordinate institution and government affairs; formulate routine and management system for each work of bureau; undertake to organize conference, the secretary business, the security, the administration affairs, the management of institution's rear service, the news and propaganda, the capital, the real estate, the information, the statistics, the records management and the security work; organize and participate in the related significant activity in sanitary aspect sponsored by the international organizations and the exchange and cooperation in sanitary domain.

(2) Plan Finance Branch

Research to propose development plan for the whole city's public health enterprise; plan and coordinate the allocation of municipal health resources; draw up policy and measure for the basic research, the significant disease studies and the applied research; undertake to instruct and administrate municipal health finance work , the statistics of sanitary information and the compiling of annual report; instruct the region health plan work; draw up the health financial managing standard; research to propose the suggestion for health service price; implement national standard for health equipment; coordinate overseas health loan's using work; carry out the surveillance management of the bureau branches' plan, finance, price, capital construction, state asset and so on; is responsible the audit of the bureau's legal representatives' retiring; undertake the management of Municipal health's special funds. Assist the concerned department to complete the establishment of medicine major, the recruitment of students and other related work.

(3) Sanitary Legal System and Inspection Branch

Draw up the local sanitary standard document, coordinate to draw up implementation plan for  the local health laws, regulations, rules and technology standard; undertake the surveillance of sanitary law enforcement; surveil and manage infectious disease, endemic, occupational disease's preventing and controlling as well as food, occupation, environment, emission and school health; surveil the implementation of management and authentication work for food and cosmetics quality; undertake the verification of examination organization of health related product as well as the examination organization for monitoring and recognizing public health; undertake the instruction and coordination of the surveillance work about municipal health law enforcement.

(4) Medical Politics Branch (People's Health, and Cadres Health Care Branch)

Study and instruct medical department's reform; draw up the medical department's development plan, the management stipulation and service standard; instruct the appraisal of grade; implement medical personnel's working standard and the permit system for employment; implement medical personnel's service standard; carry out the surveillance to medical department's medical quality and the quality of service; legally supervise and manage blood bank and the blood quality of clinical using; assist the local government and the concerned departments to organize first aid for significant personnel casualty events; research and draw up the development plans and service standard for countryside health and community health service; instruct the implementation of primary medical care plan; study the system reform of Municipal grass roots health service; undertake health care object's medical service and public health work; formulate the cadre health care plan, coordinate and instruct the cadre public health work. Assist the concerned department to complete comprehensive fathering and technical guidance of this system's birth control.

(5) Disease Control and Mother and Child Care Branch

Draw up preventing and controlling plan and measures for the infectious disease, endemic, chronic non-communicable disease and related disease about public health; organize comprehensive preventing and controlling to the significant infectious disease and endemic; authorized to issue and quarantine infectious disease and monitor the name list of infectious disease and epidemic situation; organize and implement immunity work; organize the whole city's health technical force to develop preventing disease work; provide first aid to the significantly suddenly arise epidemic situation; prevent and control epidemic situation, disease occurrence and spread; implement the development plan, the policy measure and the technical standard for women and children's hygiene and the enhancement of birth quality work; supervise the implementation of mother and infant's health care special technology; plan and coordinate health education work.

(6) Chinese Medical Department (Chenzhou Chinese Medicine Administration Office) Implement national Chinese medicine policy, laws and regulations; establish and implement the medium and long-term plan and the annual plan for the whole city¡¯s Chinese medicine, the national medicine and the cooperation of Chinese and Western medicine enterprise; undertake the whole city's Chinese medicine, the national medicine (contains qigong medical service) and the cooperation of Chinese and Western medicine organization's examination and approval and their medication, education, scientific research's supervisory work; implement the surveillance to the city and countryside Chinese medicine individuals.

(7) Political Course (Surveillance Chamber, Technology and Education Section)

Plan personnel management rules and regulations to the institution and its organizations; undertake the implementation of the bureau's civil servant system and the management of personnel organization; instruct the awarding qualifications work to technical personnel in health section; research and draft development plan for talented person in health section; undertake the wages, the personnel management , the appointment and dismissal of cadre and other related work of its branches; undertake the management of  intellectual and old cadre; handle jointly with the concerned department to formulate the sanitation system's further education policy; undertake city, province and nation level's commendation and recommendation work of sanitation system; undertake the bureau and its institutions' Party and masses work; undertake the bureau and its institutions' birth control work.

Establish Discipline Inspection (Supervision) Section according to related stipulations, with special listing of their personnel.
