Functions and Responsibilities

1, Carry out the Party and the nation's guidelines, policies, laws, rules and regulations about the cultural art work, press and publication and the copyright enterprise; formulate and implement the development plan for culture enterprise, the stipulations and measures for local management; research and instruct the reform of municipal culture organization.

2, Manage the whole city's literature, artistic enterprise and the society cultural enterprise; research and instruct the creation and production of art; instruct, coordinate and surveil the use and circulation of art products; instruct and coordinate the development of the people cultural enterprise; manage significant culture art activity; undertake the authorization of foreign, Hong-Kong, Macao and Taiwan cultural exchange activity.

3, Manage Municipal culture market; formulate and take measures and opinions for the management of the area culture market with concerned department according to the related policies, laws, regulations and rules; instruct and supervise the checking work of municipal culture market.

4, Manage the whole city's museum, library, and film enterprises; instruct and supervise the archaeology work of cultural relics and the protection work of the ancient literature book.

5, Instruct and coordinate the development of municipal culture industry; overall plan and arrange funds for culture and cultural relic enterprise; plan and instruct the construction of cultural facilities; instruct and surveil the subordinate cultural organization's financial management work.

6, Research and assign the development plan, the overall layout and the annual plan for Municipal news publication industry (including publication, printing, duplication, release and so on); implement surveillance and management for news publication activity (including publication's publicizing, printing, duplication, release); check the illegal publication and the illegal activity of publication, printing, duplication and release organization; check the illegal publication activity and the illegal publication.

7, Undertake the supervisory work of municipal press and publication and copyright's foreign exchange and cooperation; undertake the management of electron publication, audio and video products' publication and duplication.

8, Surveil and manage whole city's printing enterprise.

9, Organize the propaganda and education for the knowledge of press and publication and copyright law; responsible for the administration suing, the administrative law enforcement and inspection of Municipal news publication and copyright's administrative action.

10, Instruct the printing, issuance and other related association's work.

11, Undertake other tasks assigned by Municipal Government, Municipal Party Committee as well as the Hunan Culture Department, Hunan Press and Publication Department, Hunan Copyright Bureau.
