Functions and Responsibilities

1, Implement country's related developmental strategies, guidelines, policies on domestic and foreign trade, and international economy cooperation; draft and determine the whole city's corresponding medium term and long term development plans as well as stipulations, means and t measure.

2, Research and propose the circulation system reform; cultivate and develop the city and countryside market; advance circulation industry structure adjustment and the chain-management, logistics, allotment and delivery, electronic commerce and other kinds of modern circulation.

3, Draft and determine standard of the whole city's circulating field of market system, and the circulation order; breaks up market monopoly, local blockade policy; establish a perfect unified, opening, competitive, ordered market system; monitor and analyze the market operation and the commodity supply and demand condition; organize to implement the important consumable market regulations and important producer goods circulation management.

4, Draft up whole city's service industry's related standard documents, such as commodity circulation, dining and lodgings; formulate detailed implementation regulations and market criterion; investigate and study major issues in circulation field; put forward suggested policies; undertake the supervisory work of the fixed point live pig slaughtering; undertake to administrate service industry like dining, lodgings; instruct and supervise scrap car management and renewable resources recycling work; administrate auction, pawning, renting, second hand goods circulation, and the refined oil, the wines circulation, according to the related stipulations.

5, Draft, determine and implement, in the whole city, foreign trade import and export medium and long-term plan and developmental strategy; organize to carry out the whole city's export work to bring in foreign income; research to enhance the whole city's export product quality; adjust development plan of the export commodity structure; impel strategy implementation of "promote the trade by the science and technology, and win by good quality".

6, Implement country's administration on import-export goods, import-export goods table and import-export quota bidding policy; undertake to formulate, issue and implement the import and export quota plan; organize to implement the quota, and permit system management; instruct the export commodity base construction work.

7, Implement faithfully country's policies on foreign technology trade, import and export control as well as the encouragement of complete set of technology and equipment export; undertake to research, instruct and serve the whole city's commerce system that involves the World Trade Organization related business affairs; organize and coordinate anti-dumping, anti-subsidy protection measures and other related work concerning import and export equality; establish import and export equal trade warning mechanism; organize the whole city industry damage investigation; instruct and coordinate overseas sues against the city's export commodity's anti-dumping, anti-subsidy, protection measures, and related work.

8, Undertake the whole city's foreign economic technology cooperation work; draft, determine and implement the foreign economic cooperation policy and measures; instruct and supervise whole city's administration of foreign services, contract projects, labor service cooperation, design and consultation, and otherwise; undertake the administration of the foreign economic cooperation enterprises; undertake the related administration affairs of international organization's economic technology cooperation to the city; undertake to administrate specially international economy aid projects to the city.

9. Undertake domestic and foreign trade promotion, and foreign economic technology cooperation activities organized the Provincial Commerce Department and Municipal Government; instruct and coordinate such kinds of activities as foreign and domestic trade fairs, expositions within the boundary of and by the name of Chenzhou.

10, Undertake the whole city's commerce system statistics and its information issue work; provide information consultation service; instruct information network and electronic commerce construction among whole city operation field; instruct whole city profession associations, academic societies and the like organizations of business and trade.

11, Undertake to instruct the whole city' attracting foreign trade and capital work; instruct, coordinate the mentioned related affairs; undertake to instruct counties (cities, districts) commerce work.

12, Administrate specially Chenzhou Foreign Trade and Business Cooperation Bureau, Chenzhou Commercial Commodity Profession Administration Office and Chenzhou Market Service Center.

13, Undertake other tasks assigned by Municipal Party Committee, and Municipal Government
