Introduction of Organizations and Personnel

There are 11 counties (cities, districts) forestry bureaus, 119 basic forestry stations, 42 lumbers checkpoints, 12 forests public security sub-bureaus, 27 local forestry police stations, 17 forestry courts, 12 forestry procuratorate court. Altogether there are 3,046 forestry cadre staff (including 278 forestry public security police, 56 forestry court police officers, 48 forestry procuratorators). Among them, 2,943 are in office, and 655 are retired.

Chenzhou Forestry Bureau has altogether 214 cadre staff: 96 retired staff, and 118 in office.

The city has 18 state-owned tree farms, 1 national level nature protection area of, 3 national level forest parks, 1 provincial level forest park, with altogether 5,731cadre staff, 3,993 of whom are in office (including 1,302 rich staff, and 165 unemployed), and 1,738 retired.

The two city-direct-governed subordinate enterprises and all counties (cities, districts) state-owned lumber industry enterprises have sped up the system reform pace; Chenzhou Xianglin Industrial Corporation has completed the property appraisal, partial properties reform, staff placement system plan, and other work; Municipal Baishidu Lumber Storage has completed formulation work of bankrupt predetermined plan. In whole city there are 18 lumber industry enterprises within of state-owned budget, with altogether 4,595 cadre staff; 8 of 18 have already completed system reform; 7 have not completed the reform work; 3 are starting their system reform work. There is still one that has completed reform work outside the state-owned lumber industry budget.

Functions and Responsibilities

(1) Carry out the national forestry guidelines, policies, laws, and regulations; research and formulate the development strategies of the whole city's forest ecological environment construction, forest resources and the national territory virescence, long-term and medium term development plans and the forestry development policies; organize and legally inspect the general implementation after the authorization and verification.

(2) Manage city level forestry funds; supervise the levy, management and use of whole city forestry funds.

(3) Organize the afforestation work and closing mountains for plantation work; organize and instruct the biological measure work to prevent and control water and soil lose, including plating trees and grasses; instruct construction and the management of the state-owned tree farms (nurseries), the collective tree farms, the forest parks as well as the basic forestry organizations.

(4) Organize and instruct the whole city's management of forest resources (including timber forest, economy forest, fuel forest, protective forest and other special purpose forests); organize the whole city forest resources investigation, dynamic monitoring and statistics; formulate and verify forest quota cutting and inspect general implementation; surveil forest and bamboo grove certificate cutting and transportation; administrate the forest land and ownership by law; organize the declaration work of forest land expropriation and utilization; manage and surveil the paid use of forest resources; surveil forest land development; organize to coordinate and mediate the mountain ownership disputes.

(5) Organize and instruct terrestrial wild animals and plants resources protection and the reasonable development use; under the guidance of national nature protection area plan and principles, instruct nature protection area construction and the management of forest and terrestrial wild animals; undertake the administration work of import and export of endangered species, and national and the provincial level wild animal protection, rare and precious tree seeds, rare and precious wild plants and their products.

(6) Organize, coordinate, instruct and inspect the whole city's forest fire protection work; instruct the whole city forest public security work; organize and instruct the whole city's forest insect pest, rat and plant disease preventing, controlling and quarantine work.

(7) Research and propose economy adjustment of the forestry development, as well as the forestry industry development related policies; supervise and manage the state-owned forestry property; instruct the development of forestry industry; apply for significant forestry construction project.

(8) Instruct the development and the cultivation work of various kinds of commodity forest (including timber forest, economy forest, and fuel forest, forest of medicinal purposes, bamboo grove, and special purpose forest), protective forest, scenery forest and the forest flowers and plants.

(9) Organize and instruct the forestry science and technology, education, foreign affairs and propaganda work; instructs the whole city's forestry teamwork construction.

(10) Undertake other tasks assigned by Municipal Party Committee, and Municipal Government.
