(1)Research and draw up the agricultural production and the rural economy developmental strategy; establish the medium and long-term development plan and the annual plan for Municipal agriculture, implement them after authorization.

(2) Research and draw up Municipal agricultural economy industry policy and the agricultural science and technology policy; advance our city's agriculture comprehensive productivity; guide the reasonable adjustment for agriculture industrial structure, the reasonable allocation of agricultural resources and the agricultural products' quality improvement; organize and draft animal husbandry, fishery, farm machinery and other industries' policy, implement after authorization; undertake the various industry's law enforcement of agriculture and suing work; surveil and inspect the implementation of agriculture laws and regulations; instruct the whole city's agriculture department's legal system work.

(5) Organize and develop the demarcation of agricultural resources, the ecological agriculture and the agricultural sustainable development work; instruct the development and usage of agriculture land, and the protection and the management of agricultural species resources; implement surveillance and management for agriculture environmental protection work under the introduction of Environmental Protection Department; undertake the maintenance of the whole city's farmland as well as the basic farmland and the middle and poor farmland's improvement work; formulate plans for the whole city vegetables specialized base; undertake to plan, construct, manage and protect Chenzhou urban planning area, Suxian area, North Lake district and other specialized vegetable bases.

(7) Undertake the implementation of agricultural technology and the agricultural product quality specification; organize, instruct and coordinate quality safety, surveillance and law enforcement work of agricultural product, agricultural investment; organize and implement the quality monitoring and authentication of non-environmental damage agricultural product and green foods, and the protection work of agricultural new plant.

(8) Organize, introduce, breed and promote the protection work of agricultural new plant; promote advanced practical technology, the development high production, the high quality, the highly effective agriculture; instruct agriculture's significant technology project and the construction of demonstration garden (area); organize regional agriculture development work.

(9) Organize and implement the introduction of foreign capital to agricultural projects, the aid projects and the exchange and the cooperation of agriculture economical technology for foreign; undertake foreign affairs of agriculture authorized by Municipal Government.

(10) Organize, instruct, and coordinate the surveillance, management and law enforcement of the whole city's crop seeds.

(11) Organize and supervise quarantine work about agriculture plant; issue the crops epidemic and organize suppressing work; undertake the forecasting, protection and instruction work of the crops' sickness, insect, grass and rat damage.

(12) Instruct agriculture project construction, proof deciding of agricultural projects and application work with the concerned departments; manage the investment of province and city agriculture special fund with concerned the departments; coordinate with the concerned departments to verify the using of vegetable base; undertake the collection, management and using of the funds for vegetable bases' construction in Chenzhou urban planning area, Suxian area, and North Lake district; surveil the management of state asset belonging to Municipal Agriculture Bureau.

(13) Undertake the management of bureau and institution's personnel, inspection of discipline, labor and social security as well as the establishment of organizations and other related work; assist Human Personnel Department to organize and appraise the primary technical title in agriculture; undertake the appraisal of agricultural professional skill and other related work; manage Municipal Livestock and Aquatic products Bureau, Municipal Agricultural Machinery Bureau, Municipal Rural Enterprise Bureau, Municipal Agricultural Science Research Institution, Municipal Technical School.
