Municipal Water Resources Bureau

Chenzhou Municipal Water Resources Bureau is a department responsible for the whole city's water administration. It undertake the whole city water industry administration and the water resources comprehensive management, and mainly responsible for the whole city flood control and drought relief, flood prevention, countryside water conservation, rural electrification, local electricity power, conservation of water and soil, water administration and water resources comprehensive utilization. The bureau consists of 18 section (station) offices, with 72cadres staff (including Immigration Office). The bureau governs 4 enterprises and instates: Municipal Water and Electricity Construction Company, Chenzhou Power Plant (Fanyuan Company), Municipal Water Conservation and Electricity Reconnaissance Design Institute, Comprehensive Management Company. It administrates specially 2 units (Qingshanlong Water and Electricity Administration Bureau, Municipal Immigration Office).

In recent years, under the guidance of Director Yan Xinming and bureau leadership, the bureau follows firmly with general situation to stabilize, reform and the develop the whole city's water conservation enterprise and to serve economy development; it stresses the strict management the bureau and focuses on development, and wholeheartedly seeks the development. The whole city water conservation and electricity enterprise continues to maintain a healthy steady development. The flood control and drought relief work is down to earth; the water conservancy facility work has achieved remarkable success. The countryside small water and electricity construction repeatedly creates the good result. The water conservation economy output and the profits and taxes volume continue to be among the best in the entire province; Legal regulation on waterway continues to enlarge. The water resource management further strengthens with earnest and practical work for the people. The water security construction is remarkably beneficial. The water administration reform and water price reform work unceasingly have obtained the new breakthroughs.

In recent years, thanks to its outstanding work, it was awarded many times Provincial Advanced Unit for Practical Work for People, Provincial Advanced Unit for Flood Control and Drought Relief Work, Municipal Advanced Unit for Combating Flood and Drought Relief Work, Provincial Advanced Unit of Water Conservation Economy Work, Provincial Advanced Unit of Water Construction, Provincial Advanced Unit of Water Administration. In 2006, it is also awarded Municipal Cultured and Civilized Work Unit, Provincial Garden Unit and Provincial Water Conservation System Cultured and Civilized Work Unit.

Second, Functions and Responsibilities

(1) Research and formulate water-related policies, development strategies and medium and long-term development plans and annual plan; draw up and determine the related local laws, regulations and the rules and inspect general implements.

(2) Comprehensively manage water resources (including airborne water, surface water, underground water); organize to draw up and determine the whole city and cross-county (cities, districts) 's water long-term supply and demand plan, the water allotment plan, and inspect general implements; organize related national economy overall plan, urban plan and significant water resources construction and flood prevention proof work; organize to implement water use licensing system and the water resources expense system; draw up water saving policies and plans; formulate related standards; organize, instruct and supervise the whole city to water saving work; issue the whole city's water resources information; instruct the whole city hydrology work.

(3) Formulate water resource protection plans and use plans in accordance with related national, provincial and municipal laws, regulations and standards concerning resource and environment protection; draw up the water resources development and the water protection plan; organize to demarcate functional water areas; monitor the quantity and quality of water of rivers, lakes and reservoirs; review and approve the pollution loading capacities of water bodies with proposal for the limit of the limit of total wastewater discharge.

(4) Organize, instruct the water inspection and water administration on law enforcement; mediate and arbitrate inter-sector and inter-county (city, district) water disputes.

(5) Formulate economic regulatory measures for the water sector; exercise  macro regulation on the utilization of funds within the water industry; provide guidance to economic activities related to water supply, hydropower and diversified development within the water sector; provide recommendations on economic regulation of water pricing, taxation, credit and financial affairs.

(6) Undertake the whole city water conservancy construction and supervisory work; organize to  formulate and undertake to re-report large and middle scale water conservations construction; organize to establish and examine the small I and above water conservation construction proposals and the feasibility; organize significant water conservation scientific researches and technology promotion; draft and supervise the execution of technical standards for the water sector and specifications and codes for water works;

(7) Organize and direct the protection management of hydraulic facilities, water areas, dykes and coast lines; regulate, reclaim and develop major rivers, major lakes and beaches; handle foreign affairs in relation to international rivers between China and its neighboring countries; organize construction and management of key controlling and inter-province hydro projects; organize and direct the monitoring and management of the safety of reservoirs and dams of hydropower stations.

(8) Undertake the routine work of Flood Prevention and Drought Relief Headquarter; organize, coordinate, supervise and direct nationwide flood control, and carry out operations of flood control and drought prevention for major river basins and key water projects.

(9)Instruct the countryside water conservation work; organize and coordinate the irrigation and water conservation capital construction and the villages and towns water supply work; instruct saving water for irrigation and the countryside drinking water work.

(10) Organize and instruct water conservation system's power source and electrical network construction and management; undertake the small hydroelectric power station construction, and the countryside electrification plan, verification, and the construction and the supervisory work.

(11) Organize water and soil conservation city wide, including formulation and development of engineering measures for water and soil conservation; organize to monitor and overall prevent and control soil and water losses.

(12) Undertake the whole city's management of immigration and placement of water conservation project; organize and instruct the reservoir district immigrants' work and development, and the technology consultation and service work.

(13) Undertake the whole city's water industry's technology education and the foreign cooperation work; instruct the whole city's water conservation construction.

(14) Undertake other tasks assigned by Municipal Party Committee and Municipal Government.
