Brief Introduction

Chenzhou Construction Bureau is consolidated by Chenzhou Municipal Construction Committee and Chenzhou Municipal Industry Construction Bureau under Chenzhou Municipal Government. It's the construction administration department and working body since the organization reform in 2001. In 1995, Chenzhou became a city. Municipal Construction Bureau (Municipal Construction Committee) earnestly fulfilled its responsibility and made contribution to Chenzhou construction development under the correct guidance of Municipal Party Committee and Municipal Government, according to General Secretary Jiang Zemin important thought "Three Represents". After it became a city, Municipal Construction Bureau opened the mind, deepened reform, took the market as the guidance, widened managing ways of the city, explored new pathways of the urban construction's management's input and output, with altogether a completion of more than 80 downtown foundational projects, and the total investment amounting to 2 billion Yuan, thus enabling the urban construction to achieve good effect of "construct a road, lead a land revaluation, give birth to some real estates, and create some wealth sources"; it persists in administration by law, strengthens surveillance, vigorously reorganizes and standardizes the order of construction market to build a fair open market competition environment. It has obtained remarkable results in the special reform work of construction. In the 2001's national special inspection, 6 projects in 8 were excellent, 2 projects finely met demand, reaching the first place in Hunan province, and was praised by National Construction Ministry. The city-holding New Century Company was evaluated as the Advanced Group in national construction system in January, 2004. Especially after entering the new century, Municipal Construction Bureau focused on Municipal Party Committee, Municipal Government's goal to " make a new Chenzhou again within 5 ~ 8 years time", "construct Chenzhou to become a national outstanding traveling city, a national healthy city, a provincial level garden city and Guangdong, Hong Kong and Macao's back garden" and increased its work efforts. Municipal Construction Bureau completed Chenzhou main road, 107 national highway widening, the Yanquan Plaza, the south ring, the Yanquan road and Feihong road's transformation, Chenjiang River's renovation and other high-quality projects in 2001's 100-day construction administration of central city, in 2002's benefit year of cities construction management activities, in 2003's city's infrastructure construction activity, and in 2004-2006 ecological project construction activity. Chenzhou New Century Construction Development Limited Liability Company takes Municipal Government's request to draft, operate, and manage city foundation project constructions according to market and commercial demands.

Functions and Responsibilities:

1, Undertake to implement the policies and regulations of city and countryside construction; research and implement medium and long-term development plan and annual plan for the city's engineering construction, urban construction (including city sculptures), villages and small towns construction; research and draft standard policy documents and industry development plans for the related places, and take legal management and surveillance.

2, Undertake the supervisory work of whole city and countryside's construction; participate in feasibility study, selecting location, setting up projects and other work about key projects; undertake examinations of basic public municipal facility project constructions, major development projects, economical housing and the preferential policies; instruct and inspect general construction work; undertake the preliminary examination of construction projects and the construction drawings; instruct and inspect technical examination of general construction drawings; undertake the reconnaissance and design of construction projects, and the management of the project construction; undertake quality surveillance, construction security, supervisory work and so on; participate in city flood prevention, people's protection project construction, through-city highway and railroad construction; instruct various counties (city, district) towns, villages' construction work.

3, Undertake to organize and instruct the whole city's housing system reform; advance the housing commercialization; organize and implement economical houses construction; advance the city housing construction; draw up the whole city residence construction developmental strategy, the medium and long-term plan, the annual plan, the industrial policy; instruct the whole city's residence construction and the implementation of housing supply policy.

4, Undertake the inspection and management of city construction market; cultivate and consummate construction market system; standardize market behavior; maintain market order; undertake the city's construction, reconnaissance, design, installing, repairing and decorating as well as construction overseeing, construction examination and other organizations' verification and approval; supervise and administrate the transaction of construction projects; undertake the construction applications and permits, and such surveillance and management work as construction overseeing, project technology, quality security, civilized construction.

5, Organize and implement the present national standards, standard regulations, and national unified industry standard fixed quantity in project constructing stage; research and formulate local standard, technical measure, standard fixed quantity and construction cost control system in project constructing stage; issue the local standards with Municipal Standard and Quality Supervision Bureau; work with the concerned departments to organize or to participate in formulation of feasibility study, economic evaluation methods, economical parameters, investment estimate target, and construction projects¡¯ fixed quantity on construction project.

6, Undertake the fund collection of Chenzhou urban construction and attract foreign investment work of major projects; undertake the audit of urban construction fund's arrangement and using; organize and implement the using right hiring, transfer, and auction of municipal public facility constructed by itself; undertake to collect urban construction tax and supervisory work; undertake the approval and examination of the bureau system's various units' finance plans.

7, Undertake the overall administration of construction enterprises' labor insurance funds.

8, Administrate itself and its direct units human affairs, organization establishment, disciplinary inspection and supervision and other related work according to the higher authority's stipulations

9, Research and formulate municipal construction industry's education development plan; instruct staff's training and further education.

10, Formulate science and technology development plan for construction industry; organize to tackle key problems of science and technology projects and the transform and popularization of technology achievement; instruct and manage the introduction of significant science and technology introduction work.
