Municipal Science and Technology Bureau

Functions and Responsibilities

Science and Technology Bureau is a municipal department in charge of city's science and technology work.

(1) Implement the macro strategies for science and technology development, as well as guidelines, policies and regulations for science and technology to promote economic and social development; conduct research on key issues relating to the promotion of economic and social development by science and technology; research and determine the city's significant layout and priority domains in science and technology development; organize and carry out technical innovation projects, and advance the city's science and technology innovation system construction;

(2) Organize and establish the city's science and technology medium- and long-term development plan and the annual plan; undertake applying, recommending and administer national significant new products, medium- and small-size science and technology enterprises innovation fund, State Torch Plan, Xinghuo Plan, the provincial science and technology projects of various kinds; participate in proof-discussion and decision-making on the comprehensive cross-department multi-disciplinary projects that have the significant influence on economy and social development; participate, establish and implement construction plans of such science and technology base as significant technology projects; instruct and guide technology development and technology base construction.

(3) Implement guidelines, policies, and measures on science and technology system reform; impel to establish technology innovation system and technology innovation mechanism conforming to socialist market economy and science and technology's development; instruct and guide departments and counties (cities, districts) of the science and technology system reform work.

(4) Research measures for increasing science and technology investment through various channels; optimize the allocation of science and technology resources; take charge of the budgets and final accounts of science operating expenses, the "three-project expenditure"  on science and technology (i.e. the expenditure on trial-producing new products, the expenditure on the middle stage tests, and the expenditure on subsidies for major scientific research projects), the funds of science and technology foreign affairs managed by MOST, etc.; strengthen, jointly with related departments, science and technology macro control through financial, credit, tax measures.

(5) Implement policies and measures for high technology development; formulate and implement of city's high-tech research and industry development plans, the technology improvement plans, technology innovation projects and the social technology development plans; participate and coordinate the related managements of high-tech industrial development zone; study and formulate private science and technology enterprises development plans, policies and measures.

(6) Study and formulate agricultural science and technology innovation policies and measures, and advance new agricultural science and technology revolution; undertake jointly with the related departments to improve agriculture through science and technology; establish countryside science and technology management and service system; organize and implement "Bringing Science and Technology to the Countryside Program"  and "Aid Poor Farmers with Agricultural Science and Technology Program".

(7) Implement related policies on the rational allocation of human resources in science and technology and set forth relevant policies that can fully encourage the enthusiasm of science and technology talents and help create a preferable environment for their development; coordinate the programs to draw talents and technology with related departments; assists related departments with the designations of vice- county (city, area) president in charge of technical affairs, allocation of leading and outstanding academic, the technical personnel and those who have great contributions.

 (8) Study and propose city's science and technology legislative construction; administer city's science and technology achievement, the technology rewards, the science and technology secrecy, the technology market, quakeproof and disaster reduction affairs, and intellectual property rights protection on technology aspect, and otherwise; undertake to lead the city' science and technology popularization; formulate science and technology popularization programs and plans; use policy guidance to promote the development of science popularization; promote the development of social intermediary agencies working on science and technology consulting, public bidding, evaluation and assessment, etc. and promote the establishment of science and technology service system.

(9) Take charge of management of science and technology information, science and technology statistics and science and technology journals; approve the establishment and adjustment of scientific research institutions, and science and technology information network construction.

(10) Instruct and coordinate municipal departments and counties (cities, districts) with the administration of science and technology.

(11) Administer specially various units and subordinate units¡¯ ideological construction, work style construction, clean and honest government construction, leadership team building, cadres construction; monitor the implementation of Party's, lines, principles and policies.

(12) Undertake other tasks assigned by Municipal Party Committee, Municipal Government, and provincial Science and Technology Department.
