Functions and Responsibilities

The main functions of Municipal Land and Resources Bureau, according to the adjustment of functions, are:

1, Research and determine policies, regulations, and administration standards of the whole city's land resources, mineral resources and other natural resources as well as mapping management; implement them after authorization; undertake administrative reviews in accordance with relevant regulations; implement technical criteria, rules, standards and measures of land resources, mineral resources and mapping management.

2, Draft and implement the national comprehensive plans of land and resources, overall plans of land use and other specific plans; instruct and verify the overall plans of counties (cities, districts), township (town) land utilization; participate in the examination and verification of urban overall plans submitted to Municipal Government; organize the survey and evaluation of mineral resources; formulate plans for the protection and rational utilization of mineral resources, geological survey, geological disaster prevention, and protection of geological sites; establish and implement developmental plans for the mapping enterprise and basic mapping.

3, Supervise and inspect the law enforcement of the municipal land and resources departments, and the implementation of land resources and mineral resources plans; protect the legal rights and interests of the land owners and users, and mineral resources prospectors and miners; undertake and organize the arbitration of disputes over rights and ownership; investigate and handle illegal cases.

4, Develop and determine policies and regulations concerning cultivated land, especially protect and encourage the development of cultivated land; enforce the control over the different purposes of land used for agriculture; organize the protection of capital farmland; instruct land development, land consolidation, land reclamation; supervise, monitor and check the development of cultivated land; ensure the increase instead of decrease of cultivated land.

5, Implement cadastral regulations; instruct the city's cadastral administration work; organize land and resources survey, cadastral survey, land statistics and dynamic monitoring; guide land ownership, urban and rural cadastration, land classification and registration work.

6, Develop and implement the regulations for the land transfer, lease, evaluation, mortagage, governmental purchasing and reservation; draft and implement the related stipulations to land transfer management; undertake the surveillance and management of the land property and the land market; undertake the examination of land property use and land property reserve plan; comprehensively manage and organize of the implementation of expropriation of land for construction purposes.

7, Instruct the evaluation of standard land price; validate the qualification of the land evaluation and appraisal agencies; confirm the land-use prices according to relevant stipulations; undertake to examine and verify applications for land use that requires the approval of Municipal Government as prescribed by law.

8, Administrate, by law, the verification, registration, issuance of mineral resources prospecting and mining rights, and the change of ownership; organize to implement, by law, the bidding, auction, lease, transfer of land prospecting and mining; assist in the management of geological survey results, geological data convergence, reserves and the management of mineral resources; administrate, by law, the industry of geological mineral exploration; verify firstly geological surveying units' qualifications; in accordance with the relevant regulations, manage the levy and use of mineral resources compensation fee; organize to check, annually, prospecting permits and mining permits, mineral resources exploration permits, and the development and utilization; organize the inspection of minerals transportation and sales; assist to verify prospecting and mining assessment results.

9, Organize the monitoring, prevention and release of geological hazards and the protection of geological sites; assist to administrate exploration and evaluation of hydrogeology, engineering geology and environmental geology; protect the geological environment; monitor and supervise the extraction and contamination prevention of underground water; participate in the cognition of geologically important areas for protection such as areas of valuable fossil occurrence and standard geological sections; administrate according to rights and powers the geological protection sites.

10, Undertake to administrate the mapping industry; organize and manage basic mapping, demarcation of administrative division mapping, cadastral mapping and other city's significant mapping projects, significant science and technology mapping projects;

11, Legally examine and approve the ranking qualifications of mapping units; manage the registration of mapping duty; legally examine and provide the mapping achievement to outside, including outside organizations and people coming to Chenzhou; legally manage city's mapping work; examine, publish and exhibit city map to the society; manage and verify the expression of geographic name on the city map.

12, Manage city's geographical information data; handle jointly with the concerned departments to establish specimen map of Chenzhou administrative demarcation; organize and instruct the social service of basic geographical information; manage the whole city's national mapping standards and the survey and control system; instruct and inspect the management of each kind of mapping achievement and the protection of survey marks.

13, Manage and use the cadastral funds, special basic mapping funds, special funds for financing geological disaster, and other special funds given out by above Municipal Government according to the stipulations; organize the levying, use, supervision and management of national land and resource funds according to the relevant stipulations.

14, Instruct counties (cities, districts) land and resources enterprises; undertake to manage the city bureaus direct units; assist counties (cities, districts) party committee to administrate the land and resources departments' cadres.

15, Undertake other tasks assigned by Municipal Government.
