Brief Introduction

The Municipal Labor and Social Security Bureau of Chenzhou is an organ directly under the municipal government. It is in charge of the administration of municipal labor and social security undertakings.

The Municipal Labor and Social Security Bureau of Chenzhou has 22 personnel: including 1 Bureau chief, 5 assistant chiefs, 1 inspection group leader, 1 trade union president.

The Municipal Labor and Social Security Bureau of Chenzhou is composed of the following 8 functional departments. Their major responsibilities are : carry out basic policy and overall reform plans for the national labor and social security work; formulate corresponding policy and detail reform plan; establish and implement the development plan about whole city's labor and social security enterprise according to our city's reality; legally exercise the national labor and social security surveillance function; draft the basic policies and measures to promote employment in urban and rural areas; work out the development program for the labor market; draft policy measure for the state-owned enterprises' lay-offs' basic social security and reemployment; manage whole city's professional skill training, professional skill appraisal, professional skill competition work; implement the work preparation system and the professional certificate system; is responsible for the whole city's labor relations adjustment work and the processing and arbitrating work for the whole city's labor disputes; formulate and implement the policy measure for the whole city's enterprise wages assignment; draw up, implement and inspect basic policy for the aged, the unemployed, the medication of injury on job, the birth security; draw up and implement policy for the municipal social security funds' checking, payment, operation, management and administrative inspection; establish the social security service system and the work safeguard information system.

Chenzhou Municipal Labor and Social Security Bureau consist of: Chenzhou Professional Technology Institute, Municipal Employment Service Organization, Municipal Enterprise Old-age Insurance Organization, Municipal Institution Old-age Insurance Organization, Municipal Medical Insurance Organization, South Hunan Professional School, Municipal Work Safeguard Supervision, Municipal Occupation Introduction Service Center, and Municipal Professional Skill Evaluating Center.

Chenzhou Municipal Labor and Social Security Bureau won the first prize in province Safeguard System Examination in 1996-1998, 1999-2001 successively; Chenzhou Municipal Labor and Social Security Bureau got the prize of "National Work Safeguard System Advanced Group" given by Ministry of Labor and Social Security and Ministry of Personnel in 2000.
