Functions and responsibilities

(1) Implement the policies of Party's and national guidelines, policies and laws and regulations of personnel work; study, formulate and implement plans and programs of personnel system reform, and policies and rules on position-redefining and redirecting of personnel and staff separated from government as result of restructuring. Overall plan, administer, monitor and instruct, and coordinate the municipal personnel work.

(2) Overall administer the municipal civil servants and civil servant construction; perfect and implement the municipal civil servant system; guide and coordinate various regions and departments in implementing the State civil servant system.

(3) Manage professionals and technical personnel across the city and administer the work of building up the contingent of professional and technical personnel; undertake to plan and foster special talent work; undertake the implementation of municipal specialized technical personnel construction policies and laws; undertake to organize the selection of middle-aged and young experts with outstanding contributions and experts entitled to Government Special Allowance (GSA); undertake placement, job adjustment and financial support in scientific researches for the personnel returned from overseas studies; draft, formulate, organize and implement policies and regulations on "changing from rural to non-rural resident status" according to the division of responsibilities; administer the work of professional titles for professional and technical personnel in order to improve the contract-based employment system based on professional and technical titles; implement occupational qualification accreditation system in circle of professional and technical personnel and improve the professional and technical qualification examination system, and inspect and coordinate the implementation; undertake and implement the municipal policies and regulations regarding the specialist professionals of China entering and leaving mainland and on the activities of international organizations employing specialist professionals in China.

(4) Guide and coordinate municipal national rewards and commendation system; research, draft and implement the administration rewards system; examine and verify the eligibility of personnel to be rewarded and commended in the name of the municipality; examine and verify rewards and commendation activities in the name of the municipality; undertake the administrative procedures of appointment and removal of certain proportion of leading members assigned by the municipal government.

(5) Undertake city's market construction for talented person and human resources and professional human resources (PHR) plan and development; draft and formulate municipal human resources markets policies and regulations on PHR mobility; develop and regulate human resources markets; participate in employment system reform of graduates from institutions of higher learning; implement employment policies for those graduates; propose mandatory assignment plans for the graduates who are in urgent need by the municipality; undertake the selection and assignment of special personnel according to municipal special needs and the recruitment of talented people; establish, perfect and implement personnel dispute arbitration system.

(6) Undertake city's institution personnel system reform and the personnel management work; undertake the implementation of policies and laws on enterprise staff, professionals and technical personnel and manual workers working with public institutions; instruct enterprise personnel system reform.

(7) Draft and determine overall plan, structure adjustment and wages assignment of the municipal institutions and enterprises personnel; formulate the plans for municipal institutions and enterprises personnel and wages project, human affairs statistical work.

(8) Implement policies pertinent to the placement of demobilized military officers to civilian work; formulate, organize and implement placement and training plans; conduct researches on the establishment of demobilized military officers' placement system compatible with socialist market economy.

(9) Undertake the implementation of institutions and enterprises personnel wages, allowance, welfare system; coordinate with related departments the implementation of policies for institution retired staff;

(10)Overall administer the training and further education work of municipal civil servants, professionals and technical personnel and manual workers working with public institutions; take charge of Chenzhou Administrative Institute service instruction and the propaganda of human resources system, the scientific research and information work.

(11) Administer the city's introduction of overseas intelligent people and foreign experts  working in Chenzhou(including economic technical management domain, education, science, culture, and health system, "Three-Capital" venture, foreign experts coming to Chenzhou along with imported project contracts and priority construction projects), and Hong Kong, Macao special administrative regional and the Taiwan experts; administer institutions and enterprises personnel training on abroad; instruct and coordinate international exchange and cooperation in human affairs and human resource aspect.

(12) Undertake other tasks assigned by municipal party committee and the municipal government.
