Functions and Responsibilities

 (1) Carry out the nation's finance and taxation policies; instruct the city's finance work; participate in macro economic policy-making; provide policy advice on macro economic regulation and balance the allocation of public funds with fiscal instruments; draft and implement policies for the finance and taxation reform and the property right system reform; formulate and implement policies regarding income distribution between the city and country level and between the government and enterprises.

(2) Lay down and implement regulations and rules on fiscal, financial, accounting and state-owned capital management.

(3) Draft laws and regulations on public finance, and financial and accounting management; draft city's finance revenue and expenditure budget and the city's final finance accounting; present reports on the city level budget and the final accounts and the implementation to the city's National People's Congress on behalf of the municipal government.

(4) Administer the public revenue, the extra-budgetary funds and the special accounts of the municipal government; administer other government funds; handle jointly with the related departments to examine and approve the tax projects; participate in formulating and adjusting of charging standards; manage the charging bill; undertake the supervising and managing work about lottery ticket.

(5) Legally propose suggestions for big projects, such as the local tax system reform, the reimbursement of exportation tax, tariff regulation suitable for the city and the preferential tariff plan; levy and manage the agricultural tax revenue.

(6) Manage finance expenditure of politic branch and education, science and culture unit, draft and implement the government's purchasing control system, undertake purchasing work of the social group; manage the budgetary non-trade-related foreign exchange of government agencies, public institutions and social organizations; promulgate municipal uniform standards and policies of some expenditures; formulate and implement "Accounting Regulation for Public Institutions" and "Accounting Regulation for Government Agencies".

(7) Undertake to supervising, profiting, confiscation, appraise and statistical appraisal work of the state asset; organize and implement the state asset's verifying and registration; undertake the state asset's managing and transferring; mediate the property right disputes.

(8) Manage finance economy expenditure for development; examine budgets and final accounting of the finance fund investment projects; implement "General Principles of Enterprise Accounting"; manage the financial funds for supporting agriculture, and the agriculture financial control.

(9) Manage the social security expenditures; formulate and implement the accounting management rules on social security funds.

(10)Implement policies, rules and regulations on managing government's domestic debts; implement plans for treasury bond issuance; formulate and implement policies, rules and regulations on managing government's external debts; undertake external loans from foreign governments; organize feasibility discussion and achievements appraisal work of foreign government's loan projects and aid for foreign countries projects.

(11) Manage city's accountant work according to People's Republic of China Fiscal law; formulate and implement accounting regulations and "Enterprise Accounting Standards"; formulate and monitor the implementation of the government's overall budget and accounting regulations governing the government agencies, public institutions and industries; guide and regulate the auditing work; undertake accounting reform work.

(12) Monitor the implementation of fiscal and tax policies, laws and regulations; identify the main problems in the management of fiscal revenues and expenditures; propose policy suggestions on strengthening fiscal management.

(13) Formulate fiscal research and education plans; organize fiscal training; promote fiscal information dissemination.

(14) Undertake other tasks assigned by municipal party committee and the municipal government.
