Functions and responsibilities

(1) Implement and realize Party's educational policies as well as national and provincial relevant education policies, laws, regulations and rules; draft the local education rules and regulations; surveil and coordinate the implementation work.

(2) Study and propose the city's education reform, development strategies and education development plans; research and propose policies on the city's education system reform; instruct and coordinate implementation work.

(3) Manage the city's elementary education, ordinary higher education, secondary education, vocational and technical education, staff education, adult education, preschool education, eliminating illiteracy education, and all levels of each kind of education managed by social force, and the self-study examination of higher education.

(4) Draft local stipulations and charge standards on raising education funds, allocated education funds and education investment of essential construction, according to the Central Government and the provincial related stipulations, with the related departments; monitor the investment and utilization of the city's educational funds.

(5) Take charge of the city's teachers affairs; overall plan the construction of school teachers and administrative personnel; instruct and implement teachers' qualifications regulation, the teacher duty regulations, the evaluations and rewards of teachers, the teachers' further education, the evaluation of teachers'comprehensive quality; personnel organization, the relocation of teachers and otherwise.

(6) Overall plan and manage various kinds of entrance examination of higher and medium level education; manage specially the reform of graduates employment of college and the secondary technical or special school; formulate and implement the local stipulations for graduates' employment; manage the graduates employment market; examine the dispatch qualifications of the graduates; undertake the dispatch procedure of the graduate employment.

(7) Supervise and evaluate the popularization nine-year compulsory education, elimination of illiterate young adults.

(8) Plan and instruct political education, moral education, sports, health, art and defense education of all levels of each kind of school.

(9) Undertake the statistics, analysis and issues of the city's basic education information

(10) Instruct the city's education and teaching reform; develop education and teaching researches; instruct education and teaching, technical equipment and modern information technology education work of the city; overall plan and instruct the work-study program.

(11)Instruct the city's inspection, supervision and audit work of education system; take charge of the audit work of interior education system.

(12)Undertake other tasks assigned by the municipal party committee and the municipal government.
