Functions and Responsibilities

(1) Concentrate on promoting the city¡¯s industrialization advancement and taking the new industrialization path; formulate and implement related policies and measures; administer jointly with the related departments the city industry¡¯s economy; guide, coordinate, and serve every economic component, and different scales/types of industrial enterprises.

(2) Undertake daily economic function adjustment of the city¡¯s public bus system (PBS); formulate and implement short-term regulating goals, policies and measures; monitor and analyze the city¡¯s PBS; initiate to solve the protruding problems; study and propose policies for PBS¡¯s economy operation; guide enterprises to make up deficits and increase surpluses; administer and mange various kinds of PBS special funds jointly with related departments.

(3) Implement and realize Central Government¡¯s industrial policies; formulate jointly with the related departments full sets of local policies to optimize industrial structure and products; put forward the structure adjustment policies for the key sectors and products, and surveil their implementations; instruct and guide the city industry structure adjustment; coordinate and solve major problems in the implementation process; affiliate with intermediary organizations of industry domain.

(4) Supervise and inspect the implementation of related economic laws and regulations; draft standard documents of normal PBS to regulate enterprise managements; coordinate to reduce the burdens of enterprises; work jointly with the related departments to maintain industries and enterprises.

(5) Draft measures and policies that combine production and technology; promote enterprises technology advancement, and surveil implementations; formulate plans and carry out technology transformations, introduction and assimilation, new technology and products promotion and popularization plan and annual plan; manage jointly with the related departments the municipal level special financial funds for technological transformations; examine, verify, approve and register the technological transformation projects ( including using foreign capital to transform existing enterprise projects), and implement them; study and design the layout of the city competitive sectors investment; release guidance tables of project investments; instruct and plan the industry area layout and industrial development plan.

(6) Implement Central Government¡¯s the guidelines and policies aiming at facilitating the development of medium and small-size enterprises, and coordinate their major developments; propose policies and measures to promote city¡¯s medium and small-size enterprises development; draft policies for medium and small-size enterprises development; draft medium and long-term development plans and the annual plan, and carry them out; instruct and guide medium and small-size enterprises reform; manage to construct medium and small-size enterprise surety and service system; draft medium and small-size enterprise projects with government¡¯s great supports and the fund investment direction; support medium and small-size enterprises development; instruct the medium and small-size enterprises legal advisory works.

7) Research and determine resource conservation and comprehensive utilization plans; participates in the establishment of ecology construction plans; draft resource conservation and comprehensive utilization policies; legally coordinate the clean production; coordinate major issues of ecology construction, resource conservation, and comprehensive utilization; organize and coordinate the environmental protection industry and the industrial environmental protection.

(8) Comprehensively coordinate major economic issues relating railroad, highroad, aviation, water transportation, post and communication; coordinate essential economic factors such as coal, electricity, petroleum, transportation and raw materials; coordinate the key enterprises and the priority projects; the essential commodities displacement, the foreign trade freight transportation; coordinate city leased line transportations; manage city¡¯s defense transportation preparation work.

(9) Instruct and guide various industries to draft developing plans and mechanism; study and draft industry developing plans and mechanism of the electricity industry (including hydraulic electricity), medicine, and food industries; instruct and guide the city¡¯s enterprise associations and industrial organizations.

(10) Take charge of the city economy committee system¡¯s training work of its administrative economic cadres and the enterprise administrative and managing personnel.

(11) Undertake other tasks assigned by the municipal party committee and the municipal government.
