Brief introduction to its functions and responsibilities

A comprehensive economy department of researching and setting forth city¡¯s economy and social development policies; implement the macro economic control and quantity balance; supervise overall economy reform.

(1) Implement scientific development view; endeavor to construct the harmonious society; draft and implement city¡¯s economy and the social development strategies, medium and long-term plan and the annual plan; set forth the goals and the policies of the city¡¯s economy development and the optimization of significant economic structure; set forth suggestions to utilize various economy methods and the policies; report the economy and social development plans to the Municipal People¡¯s Congress trusted by the municipalgovernment.

(2) Research and analyze domestic and foreign economic situation and development situation to forecast the regional economy; comprehensively coordinate economy and social development, and put forward the policies and proposals of macro economic control; handle major issues in the economy operation jointly with the related departments.

(3) Undertake to summarize and analyze the situation of finance, securities and otherwise; research and implement Central Government¡¯s financial policies, monetary policies as well as other regulative measures; coordinate regional price policies; draft and implement the macro-industrial policies; inspect the implementation of industrial policies.

(4) Study the major issues of the city¡¯s economy reform and opening-up to foreign countries; draft and determine the comprehensive economic reform plan; coordinate related special economic reform programs; propose suggestions to optimize ownership structure system and enterprise organization structure; promote fair competition and co-development of various kinds of ownership enterprises; propose suggestions to perfect socialist market economy system and promote development by reform and opening-up; supervise and promote economic system reform.

(5) Propose the city¡¯s overall scale of fixed asset investment; plan significant projects layout of productive forces; draft and implement the industrial development policies. The city finance bureau gives advices to guide the industrial construction funds arrangement. Surveil and inspect the implementation of industrial policies; guide social funds in the direction of fixed asset investment; seek and apply for the oversea loans for construction and the policy loans; surveil the utilization jointly with the related departments; draft construction plans of the Central Government and the province allocated funds. Municipal Business Office of Important Affairs researches and proposes list of medium and long-term projects and the annual city¡¯s priority projects; undertake to instruct and coordinate the city¡¯s bid work; organize and administer the special investigation representatives of city significant projects.

(6) Advance industrial structure adjustment and promotion; propose important economy industry development strategies and plans; research and coordinate major issues related to the agriculture and rural economy and social development; draft and implement the plan of city¡¯s ¡°provide work as a form of helping the poor¡±; link up the countryside special plans and the policies; draft the coal, electricity and other energies development plans; propose plans and policies for the high-tech industry development and industry technology advancement; instruct and coordinate the development of the city¡¯s technology innovation system; impel the development of high-tech industry, implement industry technology advancement and the macro instructions of industrial modernization.

(7) Research and propose the city¡¯s third industry¡¯s development strategies, total quantity, structure, layout and measures; establish and implement the third industry¡¯s development plans; study the domestic and foreign third industry¡¯s development tendency; monitor and analyze the development direction of third industry; promote third industry structure optimization and develop with primary industry and second industry coordinately.

(8) Research and analyze the development of regional economy; propose regional economy development plans, administer city and countryside and regional development; propose the city¡¯s development strategies and significant policies; instruct the regional economy cooperation.

(9) Advance the sustainable development strategies; overall plan the harmonious development of human, society and nature; research and draft the comprehensive plan of resources¡¯ conservation and utilization; participate in establishing ecology constructions; put forward comprehensive proposal of the resources conservation and utilization; coordinate major issues of ecology construction and resources conservation and comprehensive utilization; coordinate the work of environmental protection industry.

(10) Research and analyze market conditions of both domestic and foreign, inside and outside of the province and city; balance the total quantity of staple commodity and the macro control; establish the total quantity plan for important agricultural products, industrial products and raw material¡¯s import and export; surveil the implementation of plans and adjust total quantity of the import and export plan according to economy operation; manage the reservation of grain, cotton, sugar, petroleum and other vital commodities on city level; guide and regulate the market; research and propose strategies and plans of modern logistics development.

(11) Study and propose development plans and policies for city population and birth control, science and technology, education, culture, health, sports, media and publication, radio and film television and other social enterprise as well as the national defense; complete the link and balance social enterprises development and the national economy development; propose policies for mutual and harmonious development of economy and the society; coordinate major issues of social enterprises development.

(12) Study and propose policies to promote employment, adjust income assignment, and perfect social security and economy development; coordinate the major issues of employment, income assignment and social security.

(13) Draft and participate in the drafting local administration rules and regulations relating national economy and social development as well as the economy reform; participate in the implementation of related laws and regulations.

(14) Lead and administer Municipal Economy Development and Investment Company, and Chenzhou International Project Consultant Firm (Chenzhou Municipal Evaluation and Assessment Center of Investment Project) trusted by municipal government.

(15) Undertake other tasks assigned by the municipal committee and municipal government.
